Dutchy of Spoleto

The Duchy of Spoleto is not an autonomous nation as those that surround it are. It has no Duke. In actuality is a parcel of land owned by the Holy Roman Emperor. It has changed hands as a gift from one Noble to another many times in recent history. Henry is currently in talks with Countess Matilda of Tuscany to give the Duchy to her in exchange for greater cooperation in dealing with his difficulties with the Church.

Administration of the Duchy is performed directly by a local magistrate. That office is directly appointed by whomever owns the Duchy and is meant to remove responsibility for day-to-day operation from the its actual ruler. It has no military, nor does it have any significant fortifications.

In the past century it has been in ruled by the Norman Princes, The Kingdom of Lombardy, the Byzantine Empire, the Papal States of Rome, and most recently the Holy Roman Emperor. On the map it is grouped with the autonomous nations of the Italian peninsula because it has changed hands so frequently. This is likely to continue for the foreseeable future. It is not regarded as being of any strategic worth. It has few natural resources, although it is known for growing tomatoes. It is primarily agrarian, and crime is fairly low. It is the poorest of the Italian territories, which may account for its low crime rate – there is very little incentive to steal or murder when there is nothing to be gained from the act!
